How do I polish CDs with a buffer and get rid of the tiny scratches to make it totaly shiny?
I’ve used a cheap grinder with felt buffing wheels. I’ve used a white “cutting compound” and a blue polishing compound. I can get the big problem scratches down to scratches put in by the buffer. I can get those scratches to tiny scratches. I just can’t get it completely shiny with no marks. I know that record stores use similar equipment (not the cd cleaning machines, a buffer with some mysterious compound) and they always have completely shiny CDs that have no tiny scratches left.
I’ve also tried Scratch and Swirl remover.

lens cleaner/ microfiber cloth
there is also this shield they sell at walmart, you snap it on to your dvd’s/cd’s and it enables it to burn cleanly, so you could transfer your music/movies whatever to another dvd/cd
